Jii Nou is now a legal Lao citizen! As you might remember, Jii Nou was undocumented, no birth certificate (Step 1 – which we got), no family book (Step 2 – which we now have ).  Jii Nou is now formally recorded as a Lao citizen in Xieng Khouang and Lao of course.  He is now entitled to have whatever Lao citizens can have, e.g., ID cards, driver’s license, passport, etc. Step 3 will be an ID card and then, Step 4. a Lao passport.   In preparation for his attending school in Thailand that would require getting a Thai education visa.
